On Thursday, the SPCA of Westchester Humane Law Enforcement Director Ernest Lungaro arrested Vincent Marable, 57, on felony charges after a mixed-breed pit bull was found in the basement of his building without proper food or water.
According to Lungaro, the dog was covered in filth, emaciated, dehydrated and had sores all over his body from a flea infestation. He was reportedly so weak he could barely stand on his own two feet.
Last week, the Mount Vernon Animal Shelter received an anonymous tip about the animal, and the SPCA was notified. During the investigation, several other neglected animals were discovered at the location.
The investigation found that two dogs had been chained together and tied to a dresser in the bedroom, three were left outdoors without rations or protection from the recent heat wave. Two other smaller dogs showed signs of neglect. All required veterinary treatment and have been removed from the building.
In a statement, SPCA Executive Director Shannon Laukhuf encouraged the public to call their Animal Cruelty Hotline confidentially at (914) 941-7797 if they suspect any animals aren’t being treated humanely.
“The SPCA is thankful to the citizen who alerted the authorities of this heinous treatment of an animal and we encourage others to do so,” she said. “As the investigation continues, we appreciate the collaboration of the Mount Vernon Police Department and the Mount Vernon Animal Shelter.
