Thomas rolled up his sleeves and tucked in his tie before hitting tennis balls with the group. The children's access to the tennis courts has been limited. 

He is seeking answers as to why Memorial Field appears to have been privatized even though, according to the county Board of Legislators, it belongs to the city of Mount Vernon.
