Man Surrenders After Violating Protection Order, Threatening To Kill Victim A Dutchess County man is facing new charges after allegedly violating a court-ordered order of protection and threatening to kill his victim in Poughkeepsie. Millbrook resident Andrew Winstel, 34 surrendered himself into custody at the Town of Poughkeepsie Police Department on Friday, when investigators received a complaint of a past violation of an order of protection.
