New Charges In Woman's Fatal Shooting That Caused School Lockdowns

A 28-year-old man recently caught after fleeing by Port Authority police attempting to board a bus to Delaware is facing life in prison following his arraignment for murder in connection to the shooting of a woman in a Tarrytown housing complex that led to numerous school lockdowns in Westchester.

Westchester County District Attorney Anthony Scarpino, Jr. announced the arraignment of Cynell Brown, who has been charged with felony counts of second-degree murder, criminal possession of a weapon, criminal possession of a controlled substance and tampering of physical evidence following the shooting of 34-year-old Jessica Wiltse at an apartment on White Plains Road in February.

Brown has no permanent address.

Officers from the Tarrytown Police Department were dispatched to the apartment complex on Feb. 27, where there was a report of a man fleeing the area. Upon arrival, Scarpino said that the officers found Wiltse, who was semi-conscious and bleeding from gunshot wounds. She was transported to Westchester County Medical Center for treatment on the injuries, but she was pronounced dead. During the course of the investigation, a weapon was recovered at the scene.

Police said that Brown was arrested at the Port Authority Bus Terminal, Manhattan that same evening and was detained by Port Authority Police until a team of police led by Village of Tarrytown Police Department arrived. He was reportedly attempting to board a bus to Delaware when he was detained.

If convicted, Brown faces life in prison. He is due back in court on May 15.
