Members of the Board of Legislators said the DSS did not make them aware of the plan to shut down the shelter during the budget meetings. The DSS countered by saying budget meetings are for discussing expenses. It also went on to say the closure will save the county $500,000 and that the closure was due to a 20 percent vacancy rate at shelters throughout the county, News 12 Westchester said.
