Teen Drunk Driver Involved In Area Crash Had Child In Car, Police Say A teenager was busted by state police for allegedly drinking and driving with a minor in the back of the vehicle following a crash in Dutchess County. New York State Police troopers were dispatched to Halls Corner Road in Dover at approximately 9:30 p.m. on Saturday night, where there was a reported crash. The subsequent investigation into the crash determined that 17-year-old Dover resident Jorge Guzman had been operating the vehicle under the influence of alcohol with a child under the age of 16 in the car.
