Road Closures: Saw Mill River Parkway, Route 119 To Be Affected In Westchester Motorists in Westchester are being advised of a series of road closures that will block traffic on a busy parkway and state route.  The closures will affect both the Saw Mill River Parkway and Route 119 in Elmsford beginning on Wednesday, Sept. 27, and lasting through Friday, Sept. 29, the New York State Department of Transportation announced.
