Work Begins On 12-Story Residential, Retail Building In Port Chester Construction has begun on a 12-story building that will bring more homes and retail space to a Westchester village.  A groundbreaking ceremony was held for 146 Westchester Avenue in Port Chester on Tuesday, Dec. 17, according to developers.  Developers added that the planned development will contain 223 residential units as well as ground-level retail space.  Construction is expected to be finished by Q4 of 2026.
