Man Nabbed For Illegally Dumping Trash, Debris Near I-84 A Putnam County Sheriff’s Deputy had to get his hands dirty to track down a suspect who illegally dumped trash and construction debris on county property near I-84. On Monday, July 29, Deputy Randel Hill was on patrol on Barrett Road in Southeast when he came upon a “large quantity” of trash that had been illegally dumped. Officers from the Mount Vernon Police Department spotted the driver from a Connecticut company, Ruben Cruz, 57, on Thursday, May 30, dumping in the public parking lot 17, police announced.
