New Ice Cream Sensation 'Rolls' Into Westchester Rolled ice cream is coming to Mamaroneck with the opening of the first Sweet Charlie's in the area.  According to CFO and Co-Founder Steven Billig, the new shop, at 362 Mamaroneck Avenue, should be ready for business in early January. It is owned by Greenwich, Conn. resident Brett Wien. The franchise combines the art of making Thai inspired ice cream rolls with modern American showmanship to create a one of a kind experience for all ages.  All ice cream and/or frozen yogurt is made to order on a super cold surface that is below 20 degrees.
