Westchester Man Jumps On ATV, Steals It In Front Of Business Owner, Police Say A Northern Westchester man faces charges after allegedly stealing an ATV in front of a Hudson Valley business owner, police said.  The incident happened on Thursday, March 2, when police responded to a local business in Carmel where the ATV had been stolen from.  According to Carmel Police, the business's owner told officers that he had been working on a customer's ATV when he went inside his shop to grab a tool.
