WHITE PLAINS, N.Y. -- A one-armed West Harrison man, 27, instigated a fight with a police officer trying to get him down from a construction vehicle that resulted in his arrest after the officer wrestled him into handcuffs April 22 at 3:51 a.m. on Waller Avenue and Maple Avenue, according to a police report.
While patrolling the area, the officer reported he saw the suspect standing on top of a parked construction vehicle and creating a hazardous condition by yelling and banging on its windshield, the report said.
Several attempts to get him to stop and go home didn't work, according to the report. The suspect climbed down when the officer got out of his patrol car, however, he continued to argue with the officer and began using obscenities, the report said. At this point the officer noticed he was a left arm amputee.
A friend that was with the suspect tried to pull him away and convince him to go home, but it only further agitated him, according to the report. He pushed his friend away, then lunged with his right hand balled in a fist at the officer, who sidestepped the attempted punch, the report said. The officer then pushed him up against a fence and told him he was under arrest. The suspect resisted, and the officer forced him to the ground trying to get control of him and call for backup, the report said. However, the man continued to resist for several minutes, while the officer was unable to subdue him, the report said.
Another officer happen to see the altercation and tried to help get the suspect under control, but continued to struggle. According to the report, the West Harrison man was able to turn his head and spat in the face of the first officer, who was then able to free up a hand to call for back up to assist with the suspect, his friend and a crowd that had formed during the altercation, the report said.
After a third officer arrived, they were able to place the suspect's right hand into handcuffs and secure it to his belt. He was charged with disorderly conduct, a violation, third-degree menacing, a class B misdemeanor and resisting arrest, a class A misdemeanor, the report said.
The first officer's right and left knees were red and scraped, and the suspect suffered minor injuries to his face, the report said. He was later released to his family.
