Last month, the Village of Mamaroneck became the first community statewide to pass such a ban.
Mamaroneck's law mandates that village pet stores sell cats and dogs from shelters and rescue groups, rather than commercially-bred animals.
Mount Pleasant Town Board Member Nicholas DiPaolo said his town's new law also bans the sale of commercially bred puppies and kittens within the entire town including its villages.
Mount Pleasant's town board voted 4-0 for the ban, with a fifth board member absent.
"That is to say that those puppies and kittens bred in puppy mills will not be allowed for sale in our town," DiPaolo said on Tuesday. "We see this as a quality-of-life issue for our beloved animals."
Any sale of puppies and kittens must be through a New York state approved breeder or a rescue/animal shelter.
"We followed the good guidance of the village of Mamaroneck and some prominent cities throughout the country," DiPaolo said. "We hope to see more towns follow the same lead."
