Westchester County Man Nabbed Impersonating Officer, Police Say A Westchester County man who was driving a 1998 Mercedes-Benz at a high rate of speed with red and blue flashing lights was arrested for allegedly impersonating police in Fairfield County. Jeremy Kipnis, 54, of Redding, was found floating in the middle of Lake Carmel around 5:30 a.m., Monday, July 22, said the Kent Police.
