Dover Plains Resident Charged With DWI In Putnam County Stop Three motorists are facing DWI charges after a series of Putnam County traffic stops, according to the Putnam County Sheriff’s Office. A Putnam County deputy allegedly observed a driver commit a traffic infraction on Danbury Road in the Town of Southeast on Saturday, March 30 around 12:30 a.m. After initiating a vehicle stop, the deputy noticed that the driver, identified as 21-year-old Garrett Whelton-Pane of Bethel, appeared to be intoxicated, police say.
