ID Released For Pedestrian Killed While Retrieving Cell Phone On I-95 A man who was struck and killed on I-95 while he retrieved his cell phone from the median has been identified. Hoa Ngo, 34, of Sacramento, Calif., was killed around 2:30 a.m. Monday on I-95 northbound just north of Exit 41 in Orange, said Sgt. Eric J Haglund with the Connecticut State Police. An initial investigation into the incident revealed that prior to the accident, Ngo was traveling with three adult friend in their pick-up truck towing a boat trailer when he accidentally dropped the phone out of an open window, Haglund said.
