19-Year-Old Engaged In Sexual Conduct With Child In Dutchess, Police Say A 19-year-old man is facing a felony charge after a police investigation determined he allegedly had sexual contact with a child in Dutchess County, state police investigators said. An investigation by New York State Police detectives and the Dutchess County Child Advocacy Center led to the arrest of Jairon Gregorio Mendez, who was charged with a felony count of first-degree course of sexual contact with a child on Monday.
