Woman Drove Drunk With BAC At More Than Three Times Limit On Westchester Avenue, Police Say A late-night traffic stop by New York State Police troopers in Westchester led to the arrest of a woman who allegedly was driving with a blood alcohol content more than triple the legal limit before stopping her vehicle in the middle of a busy roadway. Troopers on patrol at 11:10 p.m. on Friday, April 16 checked on the welfare of a driver, 31-year-old New Rochelle resident Jessica Ryan, on Westchester Avenue in White Plains when her vehicle was found stopped in the middle of the roadway.
