Several Rescued From Submerged Vehicles In Westchester Police officers rescued several people from submerged vehicles following a day of significant rainfall that fell just prior to Tropical Storm Elsa's arrival. On Thursday, July 8, the Westchester County Police Department reported that officers rescued people from inside or on top of their vehicles on Bronx River Parkway near Palmer Road in Yonkers. New Round Of Severe Storms Sweeping Through Region For the third straight day, a line of severe thunderstorms is moving through the region from west to east. Scattered storm activity is expected Thursday afternoon, July 8, and into the evening. At 12:45 p.m., storms with heavy rain have arrived in New York, north of I-84 in Orange, Ulster, and Dutchess counties. Storm activity could become more widespread later. It will arrive in this region starting overnight Thursday, July 8, and bring tropical-storm conditions to portions of New York, Connecticut, and Massachusetts, mainly along and near the coast, into Friday, July 9. Here's When Tropical Storm Elsa Could Affect Region Tropical Storm Elsa could affect this region late this week as it treks up the East Coast after it's expected to make landfall in Florida. At 8 a.m. Monday, July 5, the center of Elsa was located about 165 miles southeast of Havana, Cuba. It's expected to take a turn toward the northwest as it moves through Florida Tuesday, July 6 into Wednesday, July 7 with landfall expected north of Tampa Bay, AccuWeather said.
