Richard Wishnie Named Deputy Westchester County Executive After Historic Stint In Top Spot Westchester has a new Deputy County Executive who just made history by serving less than a week in the top spot following George Latimer's departure for Washington.  In an announcement on Wednesday, Jan. 8, officials revealed that Richard G.
