Victim's Cell Phone Stolen In Westchester Robbery: Suspect At Large Authorities are searching for a man who forcefully stole a cell phone from a victim during a robbery in Westchester. The incident happened on Sunday, Feb. 11 around 3:45 a.m. in the area of Huguenot Street and Centre Avenue in New Rochelle, according to New Rochelle Police Captain J. Collins Coyne.  At that time, the suspect engaged in a physical scuffle with the victim and took their cell phone. The victim later refused any medical attention, Coyne said. The New Rochelle Police Department has issued an alert for Wendy Vanessa Barrios-Ramirez, who was last seen near North Avenue and Main Street on Sunday, Jan. 27. Police described Barrios-Ramirez as a 5-foot-2 Hispanic woman weighing approximately 130 pounds with a medium build, brown eyes and black hair with blonde highlights.
