Westchester Launches New Program To Develop Businesses, Support Entrepreneurial Talent Westchester County has officially launched a new program to initiate business growth and support entrepreneurial talents. The program, called Element 46, is intended to provide Westchester business founders with access to various resources and programming. The startup incubator will offer participants mentors and advisors as well as professional business resources, like a free full-time space at a co-working office.
