Covid-19: New Guidance Issued For NY Pools, Beaches Summer is coming. In advance of what he says he hopes to be a “normal” summer, New York Gov. Andrew Cuomo issued new guidance for the state’s beaches and pools. During his daily news briefing on Friday, May 15 in Albany, Gov. Andrew Cuomo said that state beaches in New York, New Jersey, Connecticut, and Delaware will reopen on Friday, May 22, though there will be strict restrictions in place.
