New York To Explore Legalizing Recreational Marijuana New York is taking the next step toward legalizing recreational marijuana use. In his budget presentation Tuesday, Gov. Andrew Cuomo proposed a study to determine the impact legalizing recreational marijuana in neighboring states like Massachusetts, Vermont and possibly New Jersey would have in New York. Cuomo also wants the state to look at the impact it would have on New York if it relaxed its marijuana laws.
