Police Bust Underage Westchester Driver With BAC Double The Legal Limit A 20-year-old from Port Chester was busted driving with a blood-alcohol content double the legal limit during an early morning stop in Scarsdale over the weekend. Officers from the Scarsdale Police Department conducting larceny patrol on Sunday morning made contact with James Armand Diaz shortly after 7 a.m., who was sitting with his car idling on Farley Road.
