Town of Warwick police said Bennet Palazzolo, 52, and his daughter, Grace, 19, are accused of buying heroin in New Jersey with the intent to sell it from their Orange County neighborhood on East Shore Road.
Grace Palazzolo was additionally charged with tampering with physical evidence and littering, police said.
After police tried to pull Bennet Palazzolo's car over, his daughter reportedly tossed a brick of heroin out the car window, scattering the baggies by running over it.
Bennet Palazzolo was charged with third-degree criminal possession of a controlled substance, a felony, for the heroin; and seventh-degree criminal possession of a controlled substance, for a small amount of cocaine. He was additionally charged with failure to keep right and having no inspection sticker.
Police said both are unemployed and admitted drug users, but the quantity indicates probable sale of the heroin to others.
"People are wearing out the road between here and Paterson,'' Lt. Thomas Maslanka said on Monday. "There's no toll getting into Paterson."
The daughter also was charged with third-degree criminal possession of a controlled substance, a felony.
They were arraigned before Town of Warwick Judge Peter Barlett on Sunday night and sent to Orange County Jail in lieu of $20,000 cash bail, each.
Lt. Maslanka said Warwick police were acting on a tip about drug sales from the suspects' home in the Village of Greenwood Lake and followed their car to and from New Jersey before making the traffic stop.
"We're trying as hard as we can to stem the flow of heroin into our community,'' Maslanka said.
