Man Fondles Self, Then Touches Minor In Cortlandt, Police Say

A man from Northern Westchester has been apprehended by state police after allegedly fondling himself and touching a minor in Cortlandt.

New York State Police troopers arrested 33-year-old Buchanan resident Nelson Fernandez on Thursday, Oct. 19 following a complaint of a man who was fondling himself, then grabbed a child under the age of 17 the day prior on 6th Street in Verplanck.

Fernandez was arrested and charged with forcible touching and endangering the welfare of a child, both misdemeanors. He was remanded to the Westchester County Jail in lieu of $2,500 cash bail or $10,000 bond and is due back in the City of Peekskill Justice Court later this year to answer the charges.
