A trooper first spotted the man speeding eastbound across the Mid-Hudson Bridge in Poughkeepsie at around 7 a.m. Wednesday, May 18. When the trooper attempted to stop Tyzhan Catts, age 23, of Poughkeepsie, he kept going and began passing vehicles by driving into oncoming traffic, police said. The Town of Newburgh Police Department is attempting to locate 48-year-old Efrain Fernandez-Reyes, who was arrested in November 2014 and charged for allegedly driving while impaired.
