19-Year-Old Charged With Raping Child After Parents Alerted Police In Putnam A 19-year-old is behind bars after state police arrested him for allegedly raping a child in Putnam County. After being alerted by parents, state police investigators determined Dulvin E. Andres Ovalle of Brewster raped the victim known to him who was under the age of 15 years old. Ovalle also sent indecent material to the cell phone of the victim, state police from the Brewster barracks said.
