Millwood Man Charged With Making Terroristic Threat To Judge A man from Westchester is facing charges for allegedly making a threat against a county judge, police announced on Tuesday, Sept. 10. Millwood resident Steven McDowell, 41, was arrested by Westchester County Police on Monday, Sept. 9 and charged with making a terroristic threat. McDowell was booked at County Police headquarters in Hawthorne and held overnight pending his arraignment on Tuesday in New Rochelle City Court.
