Former Local Police Chief Who Resided In Mount Kisco Dies A former police chief from Westchester County has died. Robert William Lipsky died at the Sunrise of Crestwood Assisted Living Facility in Yonkers on Tuesday, Nov. 29, according to his obituary. He was age 93. He was born in Tarrytown and graduated from Irvington High School. Lipsky went on to join the United States Army stationed at Fort Dix, New Jersey, earning an honorable discharge as a corporal in 1950, his obituary said.
