Saw Mill River Parkway Ashford Avenue Bridge Ramp Reopens Westchester County Executive George Latimer held a news conference at the Ashford Avenue Bridge on Tuesday afternoon to mark the reopening of the entrance/exit ramp (exit 17) to the northbound Saw Mill River Parkway.Reconstruction at Ashford Avenue in Ardsley and Dobbs Ferry  is running about four months ahead of schedule, officials said. The Saw Mill River ramp was closed on March 14, 2016.
