Embattled Former Mayor In Westchester Barred From City Comptroller Ballot Despite petitioning through much of the spring, former Mount Vernon Mayor Richard Thomas’ attempts to get on the Democratic primary ballot for city comptroller has been rejected by a Supreme Court judge.
