MOUNT PLEASANT, N.Y. Incumbent County Legislator John Nonna (D Pleasantville) considers limiting the tax rate growth to be among his top priorities. Nonna, currently seeking this third term to the county legislatures District 3, said he would like to see local municipalities consolidate certain services to save taxpayer dollars.
To cut budget costs, I think what would help is more shared services and getting villages and towns together with the county to look to consolidate, Nonna said. Its not strictly a county issue, but the county can help promote more shared services among the villages and towns.
Nonna said he believes that by sharing services, towns can lower budgets and keep their residents' taxes to a minimal rate under the statewide 2 percent tax cap. To do this, he used examples such as sharing road maintenance and police departments between neighboring towns and villages. Specifically, Nonna cited an example in Ossining, where the town and village combined court services.
Nonna said that some financial issues the county currently faces are actually legal issues, such as the hot topic of affordable housing. His opponent this November is Republican Michael Smith, a certified public accountant and the chief financial officer of Berkeley Educational Services, who is campaigning on his claim that his background in business can be a greater asset to the county to solve its financial issues.
Nonna responds that his experience practicing business law, combined with his political history, should be more than enough to serve the people of Westchester. Im perfectly capable of dealing with financial issues, Nonna said. There are financial issues and they are complex. But if you do your homework and you take the time, you can understand them.
Before being elected as a county legislator, Nonna served as a trustee member and mayor in the Village of Pleasantville. You can never just rest on your laurels and say, People know what Im doing, Nonna said. Its important to keep personal contact with the people you represent so they know who you are and they can discuss issues with you.
Nonna is a 30-year resident of Pleasantville and is married with four children. He has a bachelor's degree from Princeton and a law degree from New York University. He is a member of the Thornwood American Legion and the Pleasantville Lions Club.
The District 3 county legislator represents all or parts of the towns of Mount Pleasant, Greenburgh and North Castle, along with the villages of Pleasantville, Sleepy Hollow and parts of Briarcliff Manor.
