Man Charged With Making Graffiti Along Hutchinson River Parkway A 26-year-old man was arrested after allegedly spray-painting graffiti along the Hutchinson River Parkway and attempting to elude officers by running back and forth across the highway. The incident took place in Westchester County in Scarsdale around 4 p.m., Sunday, June 14, after police received a report that a man was spray-painting graffiti, said Kieran O'Leary, spokesman for the Westchester County Police.
