Officer Justin Quagliani, 38, of Greenwich, died on Tuesday, Dec. 17, while at home, Greenwich Police said. Quagliani had been with the department since 2015. Prior to becoming a police officer, he served 10 years as a military police sergeant with the U.S. Army Reserves. He also served in Operation Iraqi Freedom and received numerous awards and certifications during his tenure. Rear Admiral William G. Kelly, a 1983 graduate from Archbishop Stepinac High School has been named as the 42nd Superintendent of the United States Coast Guard Academy (USCGA).
