Driver Busted For Second DWI In Westchester With BAC Double The Legal Limit A Connecticut man living in Westchester was busted for his second DWI in less than two years after being caught swerving on a busy Scarsdale road during an early morning drive, police said. An officer from the Scarsdale Police Department stopped Torrington resident Jose David Felix Orozco shortly before 7 a.m. on Saturday, March 9, when his Jeep was spotted swerving and repeatedly crossing over the double yellow line.
