KATONAH, N.Y. -- After four years, Legislator Peter Harckham is stepping down as majority leader.

Harckham, who represents Somers, Bedford, Mount Kisco, North Salem and Lewisboro, decided not to run for majority leader. Harckham is being replaced by Legislator Catherine Borgia.

"Two terms was enough," Harckham said. "I'm proud of the accomplishments we had together. This gives me an opportunity to get back to my legislative priorities."

Harckham said he is excited to support Borgia and Lyndon Williams, who was named majority whip.

During his time on the board, Harckham said he was proud of passing four straight budgets with no tax increase and reducing the size and cost of county government while preserving and protecting safety net programs.

"We are leaner, more efficient and still providing important services," Harckham said.

Harckham was also proud of protecting the Department of Environmental Services and passing legislation to protect Westchester's environment.

He was co-sponsor of a bill that banned hydrofrack waste in sewage treatment plants.

"This is a huge environmental piece of legislation," Harckham said. "It is being replicated in counties throughout the state."

Harckham said he wants to work on legislation to require cell towers to have backup generators.

"It's one of the lessons of Hurricane Sandy and Hurricane Irene," Harckham said. "When we have prolonged power outages, we need cell towers."

Harckham was re-elected to a fourth term in November.
