A man who identified himself in the YouTube video Edgar Perez, Dulce's father, posted the tribute online in honor of her 7th birthday. The unidentified man was reportedly seen in Bridgeton City Park around the time Dulce Alavez, 5, went missing Sept. 16, local police said.
