A concern citizen reported finding the man lying next to a tree on the side of Doremus Avenue near Faber Field around 10:22 p.m. Tuesday, Aug. 13, Glen Rock Police Chief Dean Ackermann said. Police said they called the ambulance for Xavier Contreras, 41, under the provisions of a state law known as the Alcohol Treatment and Rehabilitation Act (ATRA). Between November 2019 and January 2020, Andrew Jennings gave marijuana and alcohol to a child, whose age and gender were not released, Morris County Prosecutor Fredric Knapp said in a joint release with local police.
