The road wasn’t reopened until around 2:30 this afternoon, which caused delays that began in the morning and continued into the afternoon on Boulevard East and the Pershing Road hill.

The accident occurred around 4:30 a.m., when a speeding SUV careened off a stretch of roadway and eventually smashed into a housing development being built on Cambridge Way.

Oscar Guzman was declared dead at the scene, officials said.
