Gutierrez' piece is entitled "Split Vision." Garrett announced the winners of the 2016 Congressional Art Competition at Sussex County Community College in Newton.
The competition is open to ninth- through12th-graders, and there is a winner for each congressional district. Garrett represents New Jersey's Fifth District, which includes all or portions of Warren, Sussex, Passaic and Bergen counties. You can visit his website here.
Students in Bergen, Passaic, Sussex and Warren County schools submitted 90 pieces of artwork to the district competition.
The Congressional Institute sponsors this visual art contest each spring, to recognize and encourage artistic talent in the country. Since the competition began in 1982, more than 650,000 students have participated. Students submit entries to their representative's office, and panels of district artists select the winning entries.
The first-place winner from each congressional district is invited to attend a reception in Washington, D.C., and the winning artwork is displayed in the U.S. Capitol for a year.
