Parents Tyler and Stephanie had called police as Stephanie was in active labor on Route 15 south near the Jefferson line just before 9 p.m., officials said. In less than a minute, Officer Christopher Botta found the vehicle pulled over on the shoulder of Route 15. Botta saw the baby's head crowning and made sure the umbilical cord was not wrapped around the baby's neck.
