Longtime Bayonne Councilman Joseph Makowski, 77 Joseph L. Makowski, a longtime public servant for the City of Bayonne died on Saturday, May 13 at the age of 77, according to his obituary. Makowski spent 16 years on the City Council and also worked for the New Jersey Division of Youth and Family Services for over 27 years. He was council president from 1994 to 1998 and served on numerous committees and clubs.  His father, Joseph E.
