Raymond Piel Jr., 23, was charged with eluding and theft by deception, according to Somerset County Prosecutor Michael H. The multi-vehicle crash involved two tractor trailers and occurred on the eastbound side at milepost 29.4 in Bedminster Township, New Jersey State Police Sgt. Alejandro Goez said.
