Passaic Sheriff: Released Dealer Nabbed With 4,750 Heroin Bags, $15,000 PATERSON, N.J. – A month after he’d been arrested and released on drug charges, an ex-con was busted by Passaic County sheriff’s detectives with 4,750 bags of heroin and $15,500 in bundled proceeds, authorities said Wednesday. Narcotics Bureau members staked out a pair of residences where 51-year-old Troy Kelley was known to live – one in Newark and the other on Sherman Avenue in Paterson, Sheriff Richard H. Berdnik said.
