Muhammad Tariq of Glenwood Avenue was last seen at 4 a.m. walking north on Redmond Avenue towards East Cedar Lane, Acting Police Chief Robert A. Carney said.
Tariq, who is 5-foot-6 and 200 pounds, “is both deaf and mute and is reported to have the mental capacity of a child,” Carney said.
