Special Officer Sean ODonnell was investigating a parking complaint downtown when he confronted the driver, 20-year-old Victor Segastume Zaleya of Jersey City.
The two started to scuffle after Zaleya removed a large amount of crack from his coat and began swallowing some.
The struggle quickly grew violent, prompting citizens to call police for reinforcements.
But Zaleya, an ex-con with an extensive criminal record, bolted.
Police have his coat, shoes, jacket, identification, cellphone — and five crack packages for resale.
Made it easy to identify him.
Police arrested his passenger, 26-year-old Priscilla Vittes of West New York, after discovering she was wanted on sesveral warrants.
Union City police asked that anyone with information on Zaleya’s whereabouts call (201) 865-1111.
Do not under any circumstances try to approach him, they said.
