Terrell "Rell" Johnson is accused of shooting and killing 19-year-old Paterson resident Lamont Proctor at North 3rd Street, Police Director Jerry Speziale told Daily Voice.

"We relish our relationship with the community and seek their assistance to bring closure to this matter," Speziale said. "... For his own safety it would be beneficial for [Johnson] to turn himself in."

Johnson, 24, is 5-foot-9 and 174 pounds with black hair. He has a birth mark below his right eye.

Proctor was shot with a revolver that wasn't recovered, Speziale said.

Anyone with information that can help the investigation is asked to call the Paterson Detective Bureau at (973) 321-1120. Or submit an anonymous tip at patersonpd.com

""Paterson detectives are the finest in the nation," Speziale said, "and regardless of this individual going across an ocean or a jurisdictional boundary, we will tirelessly pursue his every move and bring him back to justice."
