Police charged the 18-year-old defendant with aggravated assault and endangering a victim after his attorney arranged the surrender, Police Director Jerry Speziale said.
Speziale didn't release the name of the teen, who he said he believes was 17 at the time.
The viral video shows an assailant walking up to a man on a street corner in the Rosa Parks neighborhood in December. Egged on by a 16-year-old friend recording video on a cellphone, he punches the unsuspecting man in the face, knocking him down to the ground.
The younger teen previously turned himself in to police.
"If anybody thinks that they're going to come to the city of Paterson and hit an innocent person standing on the corner, they are very wrong," Speziale said.
